Q. What is a freight forwarder? A. A freight forwarder is a third party logistics provider. Its an independent business which assembles, collects and consolidates less-than-truckload freight. Also, a person acting as an agent in the transshipping of freight to or from foreign countries and the clearing of freight through Customs for compensation. Q. What is TMF (Traffic Mitigation Fee)? A. The Traffic Mitigation Fee (TMF) is a financial assessment administered through PierPASS Inc., a not-for-profit company, on leaded non-intermodal cargo containers entering or exiting the marine terminal gates at the Port of Los Angeles and the Port of Long Beach during the designated peak hours of 3:00 a.m. to 6:00 p.m., Monday through Friday. Q. What is CTF (Clean Truck Fee)? A. In November 2007, the Long Beach and Los Angeles Boards of Harbor Commissioners each approved clean truck requirements, in the form of a tariff, which result in a substantial reduction in air pollution through the progressive ban of old, dirty trucks working at the ports. $35 per twenty foot equivalent unit (TEU) would be assessed on every loaded container entering or leaving the Ports by drayage truck.
